Hold a dye as the color on your brush, main hand and off hand both works.

Painted canvas can be displayed on item frames.

Currently there's no way to obtain custom dyes for survive mode. If you wish to obtain dye with any color, you can use the commands below.

scoreboard players set #customdye.g loy.value <G>
scoreboard players set #customdye.b loy.value <B>
