What is the BEST way to find diamonds? I need like a BUNCH for a project. Should I loot chests or mine?

'Best' is subject to some interpretation, but my experience has been that digging out a volume for some project is the 'best' way to find a resource as every block broken furthers one goal and any special materials discovered only sweeten the pot.
Slime farms and lighting caves to spawnproof an area are common examples.
For strainght mining, my favored techniques are branch or feather mining…
If the question is at what level: this is update dependent with 10-15 generally cited pre 1.17 and below -55 after that.

If you truly need an insane amount, such as double chests and double chests of them, I reccomend building some sort of tunnel bore, but if your going to craft armor or stuff like that just use villagers
