Skeletons. Why? They're annoying.

Non-standard spawn mechanics that are also incredibly easy to 'cheese' & the sonic boom attack (even aside from the name) feels too much like a DM's revenge special (bypasses shield/ armor/ enchants and can't be dodged).
Assuming this is limited to hostile and neutral (potentially hostile) mobs, both my favorites for the Hall of Shame are missing:

Drowned
both from 1.13 and both cited for 'volume-based' spawn mechanics that make mob proofing exceedingly ugly (in addition to being tedious and just no d__d fun)
Of those listed I find the Vex hardest to deal with (assuming one allows them to spawn), but voted Warden based again on design features.
