How to Change ENCHANTMENTS?
I would like some help making an enchantment data pack. Can you please comment some tips and tutorials?

There's no way to add custom enchantments through vanilla's enchantment system, you will have to use a lot of commands to emulate how they work.

Well, I would but I have literally no idea where to start. I just want a basic idea of what the files look like and stuff.
Sadly, there aren't files to configure for enchantments. If you're wondering what files for data packs in general look like, there are many tutorials (including on the Minecraft Wiki) for getting started.
