I think they should add the winner of the mob vote first, and then add the mob in second place in the next major update, and then add the mob that was in third place in the next major update from the update the mob in second place was added in.
Intersting idea as – over time – this becomes "add_them_all", yet includes a 'prize' for the most popular.
One downside is that it keeps the vote divisive as the factions would still be in competition (although the penalty for not winning would be greatly lessened).
Another issue is that not every proposal should ever be added (e.g. MobB as implemented).
Perhaps this might be acknowledged by requiring some degree of support [10% of votes cast maybe] for a proposed mob to avoid oblivion?
A very important aspect that is still not being addressed is that the mobs are touted with little more than some concept art and a minimum of information; again MobB is the poster child for how MS/Mj turned a strong favorite (as teased) into a strong competitor for MC's most_despised_mob (as implemented).

It's difficult to ignore fantoms and a handful of other mobs. Also, sometimes it's not that we're disliking a mob, but instead upset that it replaced a better mob.
It's not the mobs themselves being added, it's the mobs we're losing. Mojang has turned the mob vote into a way to scam players into hyping up for Minecraft Live each year while treating the candidate mobs like some throwaway joke.

At least a fair fraction of the current opposition is not to the specific mobs added / not added, but to the divisive effect of the vote itself on the community — something which your solution does not address.
The 'pig in a poke' aspect of the mob presentations is also an issue fueling opposition of the vote (although in this case to the manner in which it is executed rather than to the concept itself).
Finally, is the consideration of the development resources wasted:
♦ on the hype of the vote
♦ on the 'good ideas left on the cutting room floor'
♦ on the unwanted cruft added to the game
(These catagories are not entirely mutually exclusive)
