I use a program named MCreator. You don't need to know any coding, the program does it all.

You can't upload them to any websites if you used this.

Well as I_Pro_Assassin had said, you would need to know Java in order to make a mod. If you already know a programming language such as C, then it should be relatively easy for you to learn.

In the older versions of Minecraft (pre-new launcher) you were able to use something called the Mod (or Minecraft) Coder Pack in order to create mods.
This is accessible at http://mcp.ocean-labs.de/ and can still be used, although I have a better method if you continue to read on.

My method uses something called MCForge, which is available open-source at http://files.minecraftforge.net/. Scroll down the files list, and choose which version you would like to create your mod for. Then, download the source (the source is the blue link titled 'src')

After installing MCForge it will also add MCP for you which is very handy. Finally, you would need some software such as Eclipse which you can get at http://www.eclipse.org/downloads/. The standard version will do. Some people prefer to use IntelliJ, but that's down to personal preference as both programs will work.

If you are new to creating mods and such, I would highly recommend that you go and look at some tutorials on YouTube. There are hundreds on there and I have no doubt that they will help you.

Good luck!

Java, not Javascript. There is a big difference.
